Job Description

The proposed position of Project Officer - WASH is critical to fulfilling the operational and to expedite the implementation of the newly awarded DFAT-IRC -supported WASH project, ensuring timely implementation, accountability, and achievement of the project’s intended outcomes.

Key Duties & Responsibilities:

  • Responsible for planning, coordinating, implementing, and monitoring WASH hardware interventions in assigned camps in accordance with project objectives, technical standards, and approved work plans.

  • Provide direct supervision, technical guidance, and performance management support to Assistant Project Officers to ensure quality implementation of WASH infrastructure activities.

  • Coordinate operation, maintenance, repair, and rehabilitation activities of water supply systems, including water networks, pipelines, tap stands, reservoir tanks, pumps, generators, leakage repairs, and associated infrastructure through Assistant Project Officers and field teams.

  • Review field assessments conducted by Assistant Project Officers and provide technical recommendations for repair, maintenance, rehabilitation, and upgrading works.

  • Ensure routine inspection and functionality monitoring of water supply facilities and timely resolution of identified technical issues.

  • Supervise and monitor operation, maintenance, and repair activities of hand pump tube wells and other water facilities to ensure uninterrupted service delivery.

  • Provide technical guidance on water quality monitoring and testing activities, review test results, and recommend corrective measures in coordination with the WASH Technical Manager.

  • Supervise operation and maintenance activities of decentralized Faecal Sludge Management (FSM) facilities, including ABR, DEWATS, LSP, SSP, WSP, and UFF systems, ensuring compliance with technical and environmental standards.

  • Monitor operation and maintenance of Solid Waste Management (SWM) facilities and services, including waste collection, transportation, segregation, treatment, and disposal activities.

  • Prepare and review technical drawings, BOQs, specifications, cost estimates, work plans, and other engineering documents required for project implementation.

  • Ensure Assistant Project Officers properly supervise field-level activities, including masons, skilled laborers, operators, volunteers, and contractors.

  • Conduct regular site visits to verify work quality, adherence to specifications, implementation progress, and compliance with safety standards.

  • Coordinate with Logistics, Procurement, and Operations teams regarding technical specifications, procurement requests, quotation evaluations, contractor selection, and quality assurance processes.

  • Maintain updated records of infrastructure status, maintenance activities, inventories, technical assessments, project progress, and field implementation reports.

  • Prepare regular technical reports, progress updates, and engineering documentation for submission to the WASH Technical Manager and Programme Manager.

  • Coordinate with Camp-in-Charge (CiC) officials, WASH Sector partners, community representatives, and other stakeholders to facilitate smooth implementation of project activities.

  • Support capacity building of Assistant Project Officers and field teams to strengthen technical knowledge and quality assurance practices.

Experience

  • 3 to 5 years
  • The applicants should have experience in the following business area(s): NGO, Development Agency

Education

B.Sc in Civil Engineering / Civil & Environment Engineering with 3 years relevant experience also may apply.

Additional Requirements

  • Age At most 40 years
  • Fair knowledge on Rohingya Refugee context including WaSH intervention in emergency/humanitarian situation.

  • Strong project management skills with experience in planning, implementation, monitoring, reporting, and coordination of development and/or humanitarian projects.

  • Experience in providing technical guidance, supervision, and capacity building support to field engineers and other technical staff to ensure quality implementation of project activities.

  • Proficient knowledge of standard computer software (AutoCAD, Epanet, MS Word, Excel).

  • Hard working, able to work under pressure in humanitarian response context, with a positive and can-do attitude.

  • Work experience in Cox's Bazar is preferable.

  • Fluency in English and Bangla.

  • Knowledge of Rohingya/Chittagonian dialect is an asset.
