Job Description

DASCOH Foundation, as a partner organization of WaterAid Bangladesh, will implement the Civil Society Leadership in Mobilizing for Better WASH (CLIMB) Project in Niamatpur Upazila of Naogaon District. The expected outcomes of the CLIMB project are;

  • Civil society amplifies the voices of rightsholders to claim and secure their rights.

  • Civil society effectively holds duty bearers accountable to deliver on their WASH, climate and health commitments.

  • Decision-makers commit to gender-responsive and climate resilient WASH policies

  • Decision-makers commit to increased and improved gender responsive and climate-resilient WASH financing.

The Project Officer, MEAL will be responsible for establishing and managing the project's Monitoring, Evaluation, Accountability and Learning systems to ensure effective tracking of progress against project outcomes, outputs, indicators, and targets. The position will support evidence generation, documentation of lessons learned, reporting, and adaptive management throughout project implementation.

Key Responsibilities:

  • Develop and implement project MEAL plans, tools, databases, and reporting systems in line with project requirements and donor guidelines.

  • Monitor progress against approved indicators, targets, workplans, and result frameworks, and provide regular analytical updates to project management.

  • Coordinate baseline, endline, capacity assessments, beneficiary tracking, and other monitoring exercises under the project.

  • Ensure data quality through regular verification, validation, spot checks, and field monitoring visits.

  • Compile, analyse, and present quantitative and qualitative data for project learning, decision-making, and reporting purposes.

  • Support documentation of case studies, success stories, lessons learned, policy influence, and evidence generated through project interventions.

  • Facilitate accountability mechanisms, beneficiary feedback systems, and learning processes at community and institutional levels.

  • Prepare periodic monitoring reports, indicator tracking tables, dashboards, and donor reporting inputs.

  • Build the capacity of project staff, CSOs, and community groups on data collection, monitoring tools, and reporting requirements.

  • Ensure proper documentation, archiving, and management of project data, records, and evidence.

Experience

  • At least 3 years

Education

  • Master’s degree in social sciences, Development Studies, Public Administration, Environmental Science, Climate Change, WASH-related disciplines, or any other relevant field from a recognized university.

Additional Requirements

  • Age At least 18 years
  • Minimum 3–5 years of experience in Monitoring, Evaluation, Accountability and Learning (MEAL), preferably in donor-funded development projects.

  • Sound understanding of results-based management, logical frameworks, indicators, data collection methodologies, and performance monitoring.

  • Experience in developing and managing databases, data quality assurance systems, and reporting tools.

  • Knowledge of WASH, climate resilience, governance, social accountability, and community development programmes will be an advantage.

  • Strong analytical skills with experience in data analysis, interpretation, and report preparation.

  • Proficiency in MS Excel, Word, PowerPoint, and digital data collection platforms.

  • Excellent communication and report-writing skills in both Bangla and English.

  • Ability to undertake frequent field visits and work in remote areas.

  • Ability to ride a motorcycle with a valid driving Licence will be considered an advantage.
