Job Description

SAINT-Bangladesh is implementing the CLIMB Project to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in vulnerable coastal communities. The project emphasizes civil society engagement, advocacy, social accountability, and improved WASH service delivery with a special focus on women and vulnerable groups.

The Civil Society Leadership in Mobilizing for Better WASH (CLIMB) Partnership Programme supported by WaterAid Bangladesh aims to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in the climate-vulnerable coastal areas of Dashmina Upazila, Patuakhali. SAINT-Bangladesh is implementing the CLIMB Project to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in coastal areas. The project emphasizes advocacy, social accountability, civil society engagement, and improved service delivery for vulnerable populations.

The project focuses on:

  • Strengthening civil society capacity
  • Promoting participatory governance and social accountability
  • Evidence-based advocacy and policy influence
  • Improving WASH and health outcomes, especially for women

The Project Officer – Program will support the implementation, coordination, and monitoring of field-level project activities. S/he will work closely with communities, civil society organizations (CSOs), local government institutions, and stakeholders to ensure effective delivery of program interventions related to WASH, climate resilience, advocacy, and social accountability.

  • II. Key Roles and Responsibilities:
  • Responsibility # 01: Program Implementation & Field Coordination (35%)
  • Support implementation of project activities at union and community levels in line with approved plans.
  • Assist in preparing monthly, quarterly, and weekly activity plans.
  • Facilitate community meetings, awareness sessions, and advocacy events on WASH, climate resilience, and health.
  • Work closely with Union WASH Committees, Ward Development Committees (WDC), and community groups.
  • Ensure inclusion of women, adolescents, and vulnerable groups in all interventions.
  • Responsibility # 02: Community Mobilization & Capacity Building (20%)
  • Mobilize communities and strengthen participation in planning, monitoring, and accountability processes.
  • Support formation and strengthening of community groups and civil society platforms.
  • Facilitate training, orientation, and capacity-building sessions for volunteers, CBOs, and local stakeholders.
  • Promote gender-responsive and inclusive approaches (GEDI) in all activities.
  • Responsibility # 03: Stakeholder Coordination & Networking (15%)
  • Maintain coordination with local government bodies (Union Parishad, Upazila Administration), DPHE, health service providers, NGOs, and CSOs.
  • Participate in coordination meetings (UDCC, WASH coordination, health forums, etc.).
  • Support constructive dialogue between communities and service providers to enhance accountability.
  • Responsibility # 04: Supervise, Documentation & Reporting (15%)
  • Maintain accurate records of activities, outputs, and beneficiary data.
  • Assist in preparing monthly progress reports, case studies, and success stories.
  • Ensure data quality and compliance with MEL and DQA standards.
  • Document lessons learned, best practices, and innovative approaches.
  • Responsibility # 05: Communication & Knowledge Management (10%)
  • Support communication of project updates, success stories, and advocacy messages.
  • Assist in organizing campaigns, media engagement, and awareness initiatives.
  • Ensure proper information sharing among team members and stakeholders.
  • Responsibility: 6 Administrative & Financial Support (5%)
  • Support budget tracking and ensure cost-effective implementation of activities.
  • Assist in logistical arrangements for meetings, training, and field visits.
  • Maintain proper documentation of expenses and activity records.
  • Responsibility # 7 Safety, Safeguarding, & Compliance
  • As part of this role, the job holder will be expected to adhere to and support SAINT-Bangladesh’s safety and security-related policies and systems as part of their day-to-day duties and comply, at all times, with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

  • Responsibilities # 8 : Coordination & Collaboration
  • Coordinate with project team, government stakeholders, CSOs, and partners on MEAL-related activities.
  • Participate in coordination meetings and share monitoring findings.
  • Liaise with central MEAL unit and donor representatives as required.

Experience

  • At least 3 years
  • The applicants should have experience in the following business area(s): NGO

Education

    • Bachelor of Social Science (BSS)
  • Bachelor’s degree in Development Studies, Public Health, Social Sciences, Environmental Science, or related field.

Additional Requirements

  • Age At least 26 years
  • Minimum 3 years of experience in development programs, preferably in WASH, health, or climate-related projects.

  • Experience in community mobilization, training facilitation, and stakeholder coordination.

  • 11.Competencies & Skills

  • Strong communication skills in Bangla and English

  • Good report writing and documentation skills

  • Ability to work effectively with communities and diverse stakeholders

  • Basic knowledge of digital data collection tools (KoBo/ODK preferred)

  • Teamwork, problem-solving, and time management skills

  • Basic understanding of WASH, public health, and climate resilience

  • Knowledge of community engagement and social accountability approaches

  • Willingness to travel frequently to field locations
