Job Description
SAINT-Bangladesh is implementing the CLIMB Project to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in vulnerable coastal areas. The project emphasizes civil society engagement, social accountability, evidence generation, and advocacy to improve WASH services, particularly for women and vulnerable communities.
The Civil Society Leadership in Mobilizing for Better WASH (CLIMB) Partnership Programme supported by Water Aid Bangladesh aims to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in the climate-vulnerable coastal areas of Dashmina Upazila, Patuakhali. SAINT-Bangladesh is implementing the CLIMB Project to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in coastal areas. The project emphasizes advocacy, social accountability, civil society engagement, and improved service delivery for vulnerable populations.
The project focuses on:

- Improving WASH and health outcomes, especially for women
The Project Officer – MEAL will be responsible for designing, implementing, and strengthening the Monitoring, Evaluation, Accountability, and Learning (MEAL) system of the project. S/he will ensure high-quality data collection, analysis, reporting, and learning to support evidence-based decision-making, advocacy, and adaptive project management.
- Responsibility # 01: Advocacy Planning & Implementation (30%)
- MEAL System Development & Implementation
- Develop and operationalize the project MEAL framework aligned with donor requirements.
- Prepare and update indicators, log frame tracking tools, and performance monitoring plans (PMP).
- Ensure integration of gender, equity, and inclusion (GEDI) indicators into the MEAL system.
- Support baseline, midline, and end line assessments.
- Responsibility # 02: Monitoring & Data Management
- Design and manage data collection tools and methodologies (quantitative and qualitative).
- Ensure regular field monitoring visits to track progress and quality of implementation.
- Maintain and manage databases using digital platforms (KoBo, ODK, ONA, Excel, etc.).
- Ensure data quality, accuracy, completeness, and timeliness following DQA standards.
- Responsibility # 03: Evaluation, Research & Learning
- Support internal and external evaluations, assessments, and surveys.
- Conduct case studies, success stories, and documentation of best practices.
- Facilitate learning events, reflection sessions, and knowledge-sharing workshops.
- Promote adaptive learning by analyzing findings and recommending improvements.
- Ensure proper documentation and filing systems (both physical and digital).
- Responsibility # 04: Reporting & Documentation
- Prepare high-quality monthly, quarterly, and donor reports based on verified data.
- Develop dashboards, visual reports, and presentations for management and stakeholders.
- Ensure proper documentation and archiving of project data and reports.
- Support evidence generation for advocacy and policy influence.
- Responsibility # 05: Accountability & Feedback Mechanism
- Establish and manage community feedback and complaint response mechanisms (CRM).
- Ensure beneficiary participation and accountability in project implementation.
- Track and report feedback, complaints, and response actions.
- Promote transparency and community engagement in monitoring processes.
- Responsibility: 6 Capacity Building & Technical Support
- Train project staff, volunteers, and partners on MEAL tools, systems, and data collection methods.
- Provide ongoing technical support and mentoring to field teams.
- Strengthen partners’ capacity in data management and reporting.
- Responsibility # 7 Safety, Safeguarding, Safeguarding, Ethics & Compliance

- Responsibilities # 8 : Coordination & Collaboration
- Coordinate with project team, government stakeholders, CSOs, and partners on MEAL-related activities.
- Participate in coordination meetings and share monitoring findings.
- Liaise with central MEAL unit and donor representatives as required.

Experience
- At least 3 years
- The applicants should have experience in the following business area(s): NGO
Education
- Bachelor of Social Science (BSS)
Bachelor’s degree in Statistics, Development Studies, Public Health, Social Sciences, or related field.
Additional Requirements
- Age At least 24 years
Minimum 3 years of experience in MEAL/M&E in development or humanitarian projects.
Experience in WASH, climate resilience, or governance projects are preferred.
