Job Description
SAINT-Bangladesh, established in 2001, is a national rights-based, non-profit humanitarian and development organization registered with NGO Affairs Bureau. The organization works with coastal and vulnerable communities on WASH, health, education, DRR, women empowerment, advocacy, and livelihood.
Water Aid Bangladesh Supported the Civil Society Leadership in Mobilizing for Better WASH (CLIMB) Partnership Programme aims to strengthen climate-resilient, inclusive, and gender-responsive WASH governance in the climate-vulnerable coastal areas of Dashmina Upazila, Patuakhali.
The project focuses on:
- Strengthening civil society capacity
- Promoting participatory governance and social accountability
- Evidence-based advocacy and policy influence
- Improving WASH and health outcomes, especially for women
The Project Manager will be responsible for the overall planning, implementation, coordination, and monitoring of project activities at the upazila level, ensuring alignment with project goals and donor requirements. Under the guidance of the Director, the PM will work closely with government bodies (e.g., DPHE, Union and Upazila Parishad, Health Complex), local institutions, CSOs, and community groups to promote participatory governance, social accountability, and evidence-based advocacy in WASH services.
The role also includes providing technical guidance, supervision, and mentoring to Union Supervisors and volunteers, facilitating stakeholder engagement, and ensuring timely and quality delivery of project outputs. The Project Manager will play a key role in strengthening local institutional capacity, enhancing community participation, and improving WASH and health outcomes in climate-affected areas.
- II. Key Roles and Responsibilities:
- Responsibility # 01: 1. Project Planning and Implementation (30%)
- Develop and execute annual, quarterly, monthly, and weekly work plans aligned with project outputs (SO1, SO2, SO3).
- Ensure quality and timely implementation of project activities following donor and organizational standards.
- Provide technical guidance, mentoring, and supervision to union facilitators, supervisors, and volunteers.
- Integrate innovation, action research, and adaptive approaches considering local climate and geographic context.
- Sound knowledge of WASH, climate change adaptation, resilience, and LLA, with practical understanding in climate-vulnerable contexts; familiarity with NBS and DRR is an asset.
- Good understanding of governance, accountability, and rights-based approaches, including gender, inclusion, and safeguarding.
- Working knowledge of Union Parishad systems, participatory planning (Ward Shava, Open Budget), budgeting, and social accountability tools.
- Experience in project cycle management (planning, implementation, M&E, reporting) and basic donor compliance requirements.
- Strong integrity, accountability, and commitment to development principles and safeguarding.
- Responsibility # 02: Human Resource & Administrative Management (25%)
- Manage project team performance, including recruitment, capacity building, mentoring, and appraisal.
- Ensure gender-sensitive, inclusive, and safe working environment (GEDI compliance).
- Maintain proper documentation, record-keeping, and administrative processes.
- Ensure cost-effective use of resources within approved budgets.
- Responsibility # 03: Stakeholder Coordination & Networking (20%)
- Establish and maintain strong coordination with:
- Government bodies (DPHE, Upazila & District Administration, Health Complex)
- Local Government Institutions (UP, WASH Committees, WDC)
- NGOs, CSOs, CBOs, and media
- Represent the project in coordination platforms (UDCC, UNCC, NGO forums, health & FP meetings).
- Facilitate dialogue between communities and duty bearers for improved WASH governance.
- Responsibility # 04: Monitoring, Evaluation, Accountability & Learning (MEAL) (15%)
- Ensure robust monitoring, data collection, and reporting systems (using ODK/KoBo/ONA tools).
- Maintain data quality, documentation, and compliance with MEL plans and DQA standards.
- Lead case study development, learning documentation, and evidence generation.
- Support internal and external evaluations and assessments.
- Document innovations, case studies, and other pilot initiatives as guided by the District Manager.
- Documentation and preservation of project-related records as per MEL plan and DQA standard.
- Ensure data quality and completeness in a timely manner according to project/donor guidelines, including quality reporting.
- Responsibility # 05: Communication, Knowledge Management & Advocacy (10%)
- Promote knowledge sharing, storytelling, and evidence-based advocacy.
- Ensure effective internal and external communication.
- Support media engagement and awareness campaigns on WASH, climate, and health issues.
- Facilitate ICT-based interventions and knowledge platforms.
- Ensure ICT intervention implementation at the field level according to project guidelines.
- Additional Responsibility: Advocacy & Policy Engagement
- Lead and support advocacy initiatives by developing key messages, policy briefs, and evidence-based campaigns.
- Engage with government stakeholders, media, and civil society to influence policy, planning, and resource allocation for climate-resilient and gender-responsive WASH services.
- Responsibility # 06: Financial Management & Accountability
- Oversee budget planning, utilization, and variance analysis.
- Ensure compliance with financial policies and donor requirements.
- Monitor fund utilization and recommend adjustments where necessary.
- Responsibility # 7 Safety, Security, and Safeguarding
- As part of this role, the job holder will be expected to adhere to and support SAINT-Bangladesh’s safety and security-related policies and systems as part of their day-to-day duties and comply, at all times, with safety & security protocols and directives, including reporting. Staff must maintain situational and self–awareness and be aware of the safety – security-related consequences of their actions upon themselves, their team, and the organization.

Experience
- At least 5 years
- The applicants should have experience in the following business area(s): NGO
Education
- Master of Development Studies (MDS)
Master’s degree in Public Health, Development Studies, Disaster Management, Social Sciences, or related field
Additional Requirements
- Age At least 25 years
Minimum 5 years of experience in development sector project management
At least 3 years of experience in WASH, health, nutrition, or related sectors
Experience in coastal or climate-vulnerable contexts preferred
Proven experience in planning, budgeting, monitoring, and reporting

The Project Manager is based on the Mentioned Upazila CLIMB Project with approximately 80% of the time in the field.
