Job Description

Key Result Areas (KRAs) & Core Responsibilities

Customs Bond & Regulatory Compliance (Weightage: 35%)

  • Maintain statutory registers: Keep up-to-date and error-free bond ledgers, including raw material input-output registers, wastage records, and damage logs.
  • Bond license management: Handle bond license renewals, annual endorsements, additions of new raw materials, and factory address amendments.
  • Audit readiness: Prepare all document packages and physical ledger reconciliations for statutory customs audits and Bond Commissionerate inspections.
  • Stock reconciliation: Perform monthly audits matching physical warehouse stock against the customs bond register to eliminate liabilities.

Import, Export & Technical Documentation (Weightage: 30%) [1]

  • UD/UP processing: Submit and track online Utilization Declarations (UD) and Usage Permits (UP) through automated customs networks (e.g., CBMS, ASYCUDA).
  • Entitled volume management: Monitor and calculate consumed versus available raw material quotas to prevent over-importation penalties.
  • B2B LC management: Draft, open, and track Back-to-Back LCs and local LCs for incoming materials like paper, board, inks, plastics, and chemicals.
  • Export documentation: Prepare error-free commercial invoices, packing lists, Bill of Lading/Airway Bills, and EXP forms for smooth shipment release.

Customs Liaison & Logistics Coordination (Weightage: 20%)

  • Customs clearance: Coordinate closely with appointed C&F agents at ports (sea, air, and land ICAs) to resolve customs queries and expedite raw material release.
  • In-bond/Ex-bond entry: Monitor and log daily in-bond and ex-bond movements of raw materials from port to factory warehouse.
  • Regulatory liaison: Build and maintain professional relationships with officials from NBR, Customs Bond Commissionerate, BGMEA, BKMEA, and BGAPMEA.

Banking & Financial Coordination (Weightage: 15%)

  • Document negotiation: Submit shipping documents to commercial banks for export negotiation, collection, and timely realization of proceeds.
  • Endorsement tracking: Ensure timely bank endorsements on shipping documents to clear imported consignments. [1]

Experience

  • 5 to 7 years
  • The applicants should have experience in the following business area(s): Garments, Garments Accessories

Education

    • Bachelor of Business Administration (BBA)
  • PGD in Customs, Bond, and International Trade is highly preferred.

Additional Requirements

  • Age 29 to 40 years
  • Only Male

Systems:

  • Advanced user of automated customs portals (CBMS, ASYCUDA World) and industry association portals (BGAPMEA/BGMEA).

Regulations:

  • Mastery of the Customs Act, NBR Bond Rules, Import Policy Orders, and Export Policies of Bangladesh.

Documentation:

  • Proficient in drafting B2B LCs, UDs, UPs, and complex shipping documents.
