Head of Service Planning and Delivery
Job Description
Partner with business units and cross functional technology teams to understand business objectives and translate them into practical technology delivery plans.
Develop end-to-end service delivery plans, including scope, timelines, dependencies, resource requirements, and implementation approach for business initiatives.
Identify and orchestrate existing technology capabilities, platforms, and services to deliver business solutions while minimizing development effort and implementation risk.
Coordinate with internal technology teams to ensure seamless delivery of new products, enhancements, and operational changes.
Lead service readiness activities, ensuring operational support, monitoring, documentation, training, and governance are in place before production deployment.
Manage delivery commitments across internal teams and external technology vendors, ensuring milestones are achieved within agreed timelines and quality standards.
Proactively identify delivery risks, dependencies, and bottlenecks, and drive timely resolution through effective stakeholder engagement.
Ensure business requirements are delivered in alignment with agreed service levels, architectural standards, security policies, and regulatory requirements.
Track and report delivery progress, service performance, and implementation status to senior management and business stakeholders.
Drive post-implementation reviews to validate business outcomes, capture lessons learned and identify opportunities for continuous improvement in service delivery. Lead the planning, prioritization, execution, and successful delivery of strategic technology projects, programs, and critical business initiatives.
Monitor delivery performance, proactively manage risks and issues, and provide timely progress updates and recommendations to executive management.
Lead, mentor, and develop high-performing project and delivery teams while fostering a culture of accountability, collaboration, innovation, and continuous improvement.
Drive process optimization, Agile transformation, and operational excellence to enhance delivery capability, service quality, and organizational efficiency.
Experience
- At least 10 years
- The applicants should have experience in the following business area(s): Banks, Telecommunication, Financial Technology (Fintech) Startup
Education
Required Qualifications:
- BSc and/or MSc degree in Computer Science/Engineering, Information Technology, or a related discipline from a recognized university.
- Professional certifications such as ITIL (Intermediate/Managing Professional), PMP, PRINCE2, COBIT, ISO 20000, ISO 27001, or Lean Six Sigma are highly desirable.
- Strong understanding of enterprise technology operations, cloud platforms, databases, middleware, networking, cybersecurity, and application support.
- Sound knowledge of Digital Financial Services (DFS), banking technologies, payment systems, and regulatory requirements is preferred.

Skills Requirements:
Excellent leadership, communication, project management, stakeholder management, conflict resolution, negotiation and executive presentation skills, with the ability to influence cross-functional teams and senior leadership.
Experience Required:
Minimum 10 years of progressive experience in Project Management, Program Management, or Technology Delivery Management within the ICT, FinTech, Banking, Telecommunications, or Digital Services industry, including at least 4 years in a Department Head or equivalent leadership role managing cross-functional teams and enterprise-scale technology delivery. Experience leading cross-functional teams, managing technology vendors, and driving service transformation initiatives.
