Job Description
PURPOSE OF POSITION
The Senior Manager/Manager- Resource Development will successfully position World Vision Bangladesh (WVB) programmes with donors and World Vision Support Offices through strong and effective donor engagement, ensuring that WVB is recognized in the development scope as a reliable and effective partner. The position will pursue grant-funded opportunities through proposal development to support WVB's Strategic Plan, while ensuring adherence to donor rules and regulations. The incumbent must be comfortable representing WVB externally and internationally in donor and partner meetings, as well as sector forums.
World Vision Bangladesh manages a grant portfolio of over USD 50 million, with a significant volume of new opportunities actively progressing through the current pipeline. There is considerable potential for further growth, requiring proactive and coordinated capture planning and management in close partnership with key World Vision Support Offices and regional partners globally.
As a key leader within the Extended Senior Leadership Team (ESLT), the Senior Manager/Manager-Resource development provides strategic leadership in capture planning, bid management, donor research and analytics, pipeline oversight, and the execution of World Vision Bangladesh's grant acquisition strategy. The role also supports resource diversification, donor relationship strengthening, and the enhancement of resource acquisition capabilities.
Furthermore, the Senior Manager/Manager-Resource Development will lead and strengthen the capacity of resource development staff and foster strategic collaboration among Program Quality and Technical teams, Finance (particularly in cost proposal development), Operations, and the Refugee Response Programme (Cox's Bazar) development team.
The Senior Manager/Manager-Resource Development is expected to clearly communicate World Vision's Christian ethos and demonstrate a strong spiritual life and leadership behaviors that serves as a model for others.
Key Responsibilities:
Resource Acquisition: Capture plan development and management, bid management, donor engagement
Work closely with Technical Leads and cross-functional teams to identify, pursue, and secure resource mobilization opportunities aligned with World Vision Bangladesh (WVB) strategic objectives, ensuring the development of high-quality grant proposals that comply with donor requirements, rules, procedures, and regulations.
Develop, manage, and oversee Shipley-aligned capture plans with a two-year planning horizon, ensuring coordinated engagement of Support Offices, Technical Teams, Finance, Operations, P&C, National Office Leadership, and the Cox's Bazar Refugee Response team to effectively position WVB for priority funding opportunities, particularly with major U.S. donors, FCDO, and other bilateral and multilateral donors.
Lead end-to-end bid management processes for priority funding opportunities, including go/no-go decision-making, development of Bid Action Plans, compliance management, donor communications, color team reviews, and coordination of technical and financial proposal development to ensure the submission of highly competitive, compliant, and cost-effective proposals that maximize cost recovery for Bangladesh National Office (WVB).
Coordinate the development and timely submission of donor questions, feedback, and clarifications for RFAs, NOFOs, RFIs, and other funding opportunities in collaboration with Support Offices and the Senior Management Team (SMT).
Identify, assess, and cultivate strategic relationships with NGOs, donors, government entities, private sector organizations, and other local partners, advising the Response Director and WVB leadership on opportunities that strengthen organizational positioning and resource acquisition efforts.
Represent WVB in strategic donor meetings, engagement forums, and pre-positioning initiatives and, in collaboration with WVB leadership, strengthen relationships with government, bilateral, multilateral, private sector, and Support Office stakeholders to enhance World Vision's visibility, influence, and access to funding opportunities.
Provide guidance and capacity support to project managers and project staff to strengthen donor compliance and effectively capture, adapt, and communicate programme impact and results to diverse donor and stakeholder audiences.
In coordination with the WVB Communications Director, support implementation of the Global Impact Framework and oversee the development of capacity statements, technical branding materials, marketing collateral, and communication products that support donor engagement, pre-positioning, and resource acquisition efforts.
Analytics and Pipeline Management:
Oversee the BD Analyst to ensure that WVB prioritizes the right opportunities; maintains accurate assessments of the competitive landscape and win potential for specific opportunities; clearly understands comparative advantages and disadvantages; identifies partners that maximize the likelihood of building highly competitive consortia; conducts literature reviews to inform technical strategy; and undertakes additional research and analytics as required.
Establish and maintain an effective opportunity pipeline, in line with industry standards, to qualify, prioritize, and track all opportunities from early capture (two years before live) through post‑submission “lessons learned” for all major opportunities. Ensure bid management systems follow a gated approach consistent with the Shipley system, are updated in real time, and are accessible to WVB leadership.
Oversee and/or participate in the development and rollout of BD dashboards to keep senior leadership informed of progress toward BD targets, including, but not limited to, real‑time dollar win‑rate analysis.
Portfolio Management:
Develop partnerships and strategic engagements with corporate entities across the country and sectors, including CSR funding, co‑branding initiatives, payroll giving, volunteer services, and related opportunities.
Oversee all aspects of planning, preparation, implementation, and follow‑up of national and local fundraising activities to diversify funding streams.
Explore and pilot local and national fundraising initiatives in collaboration with regional and Support Offices, including prospect development for HNWI and corporate donors to secure long‑term funding, in alignment with World Vision’s strategic direction.
Capacity Building:
Ensure that all WVB staff involved in grants, including the position holder, have completed and maintain Proposal Pro certification.
Lead, manage, and provide capacity‑building support to WVB staff and seconded employees by establishing and achieving clear goals and accountabilities.
Support the Programme Officer and Senior Program Officers to work with other staff to build and/or strengthen internal capacities for project execution and management, reporting, DME.
Conduct all required performance management processes, including, management of PDPs and regular meetings with PO/SPOs/Associates.
Ensure individual performance and development needs are met, fostering a highly engaged and high‑performing workforce.
Identify capacity gaps within WVB related to grants acquisition and management, as well as other factors contributing to low win rates or implementation challenges and collaborate with Support Offices and the Regional Development Unit (RDU) to address them.
Lead, in coordination with Support Offices and the regional RDU, the rollout of partnership grants acquisition training tools (e.g., Proposal Pro) and the implementation of Horizon for opportunity tracking.
Develop a strong successor capable of assuming increasing responsibility for grants management.
Strategy and Leadership
Create mechanisms and tools to gather intelligence, then track and/ identify funding and growth opportunities, benchmarked against WVISL strategies.
Work to establish strong links with the various WV entities, including the SARO and European GAM Teams.
In collaboration with the Program Officers and Senior Program Officers, proactively work with our internal Support Service.
In coordination with the Operations, other internal stakeholders, and the Regional Resource Development Unit lead, Develop, implement, and regularly review the Resource Acquisition and GAM Business Plans to ensure alignment with WVB strategic objectives and achievement of sustainable funding and growth targets.
In alignment with the Global Fragile Context Strategy, World Vision processes for fragile contexts, and the WVB Business Planning Cycle, support the National Director and Senior Leadership Team in setting annual grant income projections to be incorporated into the National Director’s performance objectives.
Provide day-to-day leadership and management of the National Office Resource Development function, ensuring effective bid management, donor intelligence, competitive analysis, business development analytics, and maintenance of real-time pipeline management systems, including Horizon and other required platforms.
Other
Carry out additional responsibilities as assigned by the National Director (ND)/Senior Director of Operations.
Attend and lead devotional meetings.
Experience
- At least 5 years
Education
Master’s Degree in International Development, International Relations, Rural Development, Social Science or related field.
Additional Requirements
- Age 30 to 55 years
Required Professional Experienced:
Minimum of five years of demonstrated, hands-on experience in grant acquisition, including developing and managing capture plans and applications/bids, and managing large funding opportunities targeting major bilateral and multilateral institutional donors.
Experience in acquiring funding from private donors, including foundations and corporate donors.
Experience working with public–private partnerships.
Experienced networker with an ability to maintain a good up to date knowledge of the grant opportunities and trends in the humanitarian sector, and requirement of major donors eg USAID, DFATD, AudAid desired.
Technical Training qualifications required:
Professional technical skill in project cycle management, proposal and report writing, monitoring, requirement of major donors eg USAID, EU, DFATD, AudAid desired.
High Level computer literacy and knowledge of spreadsheet application.
Confident competency in complex project management, budget, financial management.
Preferred knowledge and other qualifications:
Excellent knowledge and experience in project management with government and multilateral agencies, grant-funded projects and experience of grant compliance procedures for major bilateral and multilateral donors.
Robust understanding of the World Vision context, with prior experience in resource collaboration with Support Offices (SOs), is highly desirable.
Demonstrated success in achieving a high win rate for large bid portfolios (over USD 20 million), experienced networker with strong skills in donor relations, negotiation, and partnership brokering and management.
Up‑to‑date knowledge of the donor landscape and trends in the development and humanitarian sectors.
Strong interpersonal skills and a proven ability to work as a team player.
Ability to solve complex problems and exercise independent judgment.
Ability to work effectively in a cross‑cultural environment with multinational staff.
Strong personal commitment, with the ability to work across denominational diversity.Knowledge on working with major donors, such as USAID/OFDA/DoL, DFID/FCDO, UN agencies, DFAT, EC/ECHO/DIPECHO, KOICA, MoFA, WFP, ADB/World Bank, and the Global Fund.
Required Language:
Excellent Verbal and written communication Skills in English with the ability to effectively engage internal and external stakeholders, including donors.
Advanced writing skills, particularly in proposal and report writing.
