Job Description

Job Responsibilities:

The Project Coordinator will be responsible for the overall management of the project in compliance with the FIVDB policies and procedures. S/he will be overall responsible for the delivery of the commitments, reporting and managing resources (HR, Monetary, physical assets) and relations with the local administration. S/he will support project staff and take initiatives to build their capacity for effective implementation of project activities. S/he will closely work and maintain effective coordination with Education Officers, Finance and Admin Officer, M&E Officer of project(s), HR, Logistics & Liaison Coordinator, Programme Focal, Deputy Program Coordinator, Finance manager and Program Coordinator of FIVDB Humanitarian Response Program. S/He will collaborate with the Technical Team of Partner INGOs, Bangladesh. S/He will also ensure project implementation meets the global/organizational standards of emergency responses and donors’ compliance aspects; ensure project monitoring mechanism is established and functional to ensure quality implementation and downwards accountability.

Key Area of Responsibilities:

Project Planning and leadership:

  • Responsible for overall project implementation in compliance with the agreement, approved budget, and Detailed Implementation Plan (DIP).

  • Represents FIVDB with donors and relevant stakeholders at Ukhiya, Teknaf, and Cox’s Bazar levels.

  • Provides necessary guidance, supervision, and support to project staff for effective implementation.

  • Leads and manages project activities to ensure timely delivery and achievement of intended outcomes.

  • Prepares and submits progress reports as per the DIP and provides updates as required.

  • Ensures the review and timely dissemination of high-quality analytical reports.

  • Facilitates all required Government of Bangladesh (GoB) approvals in coordination with Partner INGOs.

Effective management and Implementation:

  • Manages the implementation of project interventions with a focus on Education in Emergencies for boys and girls (aged 3–18) in Rohingya camps and host communities.

  • Develops the Detailed Implementation Plan (DIP) in coordination with the Partner INGOs and FIVDB senior management to ensure timely, efficient, and high-quality implementation, and monitors overall progress.

  • Oversees budget management and support the team to ensure optimal utilization of resources, aiming for a 100% expenditure rate.

  • Ensures timely delivery of project activities in compliance with budget and donor requirements, and tracks progress through regular updates on achievements, priorities, and constraints.

  • Leads the development of comprehensive work plans with project staff and ensures their effective and timely execution.

  • Coordinates closely with FIVDB’s internal departments (HR, Finance, Administration, and Logistics) to ensure adequate resourcing and smooth implementation of project activities.

  • Provides technical support in the development and review of guidelines and operational manuals to facilitate effective project implementation.

  • Collaborates with the ‘Project Team’ and partner(s) technical team to generate evidence, promote learning, and strengthen overall program quality.

Maintain effective coordination for effective implementation towards achieving objectives of the project:

  • Holds monthly/quarterly review and coordination meetings with the project team.

  • Supports the team in the timely implementation and delivery of the program by ensuring maximum quality output and taking initiatives for the capacity building of staff.

  • Supports organizing and conducting meetings/training/workshops with the government and other stakeholders with quality.

  • Provides technical support to the team to process purchase orders, keep records, and track those with the relevant department and communicate with the respective team members to ensure completion timely.

  • Facilitates internal communication with HR, Finance and other support services for the smooth operation of the project.

  • Provides technical support to adopt the Child Safeguarding Policy and ensure gender equality to partner organizations.

Administrative financial management:

  • Prepares FD-6, FD-7, and FC-1 documents with support from partner(s), and initiates the certification process with local authorities while maintaining liaison with relevant government offices.

  • Supports the preparation of costed work plans and provides technical input for budget revisions as required.

  • Assists the team in ensuring optimal budget utilization, targeting a 100% expenditure rate.

  • Processes all field-level expenditures and payments in alignment with approved activities, budget lines, and financial codes.

  • Ensures sound financial management in compliance with organizational and donor policies, procedures, and standards.

  • Conducts regular monitoring of project budget utilization through analysis of Budget vs. Actual (BvA) reports.

Capacity building:

  • Supports training and creation of training materials and programme tools which aid the delivery of inclusive and gender responsive education programmes.

  • Initiates staff capacity building process, conduct need assessment and support the technical team to facilitate the training session.

  • Participates in monthly one-to-one meetings with the relevant personnel on MAP (Monthly Action Plan) review.

Monitoring, Evaluation, Research and Learning (MER&L):

  • Supervises and monitor project activities and provide required support accordingly using tools (including monitoring framework).

  • Ensures methods are in place to measure impact and results, and link with reporting requirements.

  • Orients the staff and ensures the effective use of project monitoring tools and guidelines so that they can use them properly to collect monitoring data.

  • Prepares timely monthly/quarterly financial and narrative reports (including FD7 reports) in compliance with Plan, donor and government requirements, with support from M&E Officer.

  • Ensures early and rigorous implementation of quality and accountability mechanisms.

  • Documents best practices and success stories and supports the development of opportunities for shared learning within and across teams.

  • Coordinates with the Assistant Project Manager to ensure that quality reports are submitted on time.

Coordination and External Representation:

  • Communicates, coordinates, and follows guidance from the Senior Manager – Basic Education and the Technical Team of the Partner INGOs, Bangladesh on technical quality, monitoring, expenditure reporting, and donor compliance.

  • Develops and maintains effective working relationships with district- and Upazila-level government officials, including Camp-in-Charges (CiCs).

  • Represents the organization in general coordination meetings at camp level and at the UNO office.

  • Ensures effective information sharing and coordination with relevant stakeholders, clusters, and partner organizations to enhance program quality and avoid duplication.

  • Facilitates regular review meetings with project teams and partners to track progress, address challenges, and align priorities.

  • Supports documentation and dissemination of key learnings, best practices, and coordination outcomes to inform program improvement.

Experience

  • At least 10 years
  • The applicants should have experience in the following business area(s): NGO

Education

    • Master of Education (M.Ed) in Education
    • Master of Business Administration (MBA) in Management
    • Master of Social Science (MSS) in Social Science

Additional Requirements

  • Age 35 to 50 years
